The Peruvian government did indeed make a major concession today (for everyone who hasn't seen it yet: http://news.bbc.co.uk/2/hi/in_depth/8109021.stm). But the action alert you're referring to went out several days ago - so the language reflects what the situation on the ground was then. I'd say that today's announcement is a great example of how the well-coordinated combination of grassroots protests and international pressure can achieve change remarkably quickly. And while RAN did play a minor role in U.S. response, my hat is off to Amazon Watch for the amazing work that they've done on this over the past few weeks. Thanks for the pingback, Root Force.
